Advancing Carbon Neutral Transitions using Digital-Twin-based Planning

📢 Under the PACT-Digi-PULSE initiative “Advancing Carbon Neutral Transitions using Digital-Twin-based Planning for Urban Living and Sustainable Environment” for Thoothukudi, Tamil Nadu, led by the Indian Institute of Technology, Madras, TERI, along with partners ITDP India and Cenex, presented key findings from the Gap Assessment and Baseline Transport GHG Emission Inventory.

The consultation took place on January 8, 2026, at Thoothukudi City Municipal Corporation (TCMC) under the leadership of Hon’ble Mayor Mr P Jegan and Hon’ble City Commissioner Tmt S Priyanka. The Gap Assessment highlighted the review of existing policies, development of city-specific indicators for climate-integrated urban mobility planning, assessment of gaps and opportunities through stakeholder perspectives, and identification of priority interventions for sustainable and inclusive transport.

The team also presented the Baseline Road Transport GHG Emissions Inventory, focusing on the vehicular emissions generated from both passenger movement and freight transportation. During the session, the Mayor and Commissioner emphasized the importance of practical, phased interventions supported by data and pilot projects; stronger institutional coordination among TCMC, TNSTC, Traffic Police, Port Authority, and planning agencies; and using findings from the Gap Assessment and GHG Inventory to refine mobility-related provisions in the Master Plan before its finalization.

The session featured an engaging dialogue with city leadership on addressing existing gaps and shaping targeted interventions to guide Thoothukudi toward future-ready, climate-inclusive urban mobility solutions.
